[GREENFOOT-370] Debugger doesn't work properly in world constructor
I haven't completely confirmed this, but it seems that if your constructor gets into an infinite loop (or takes a long time, or whatever) and you use the debugger to stop the thread, the debugger doesn't think you're in user code and thus doesn't appear to work. I think this is the stack-trace-processing code -- I think it only works for code within World.act() and Actor.act(), and the case of the world constructor is missing.
