[GREENFOOT-463] Throws declaration on constructors/methods does nothing

If you add a throws declaration to a constructor or method (this was in an abstract, otherwise error-free class), it does not seem to be checked. GF3 claims the class is successfully compiled despite a nonsense made-up type being inserted in the type name slot inside the throws.
