[GREENFOOT-506] World constructor infinite loop detection missing/broken in Greenfoot 3

In Greenfoot 2.4.2, after world construction takes a certain amount of time, the background text is changed to suggest the possibility of an infinite loop and a button to restart Greenfoot (without constructing the world) is given. This functionality is missing in Greenfoot 3. Instead, an infinite loop blocks the world from being constructed, and fixing the code appears to have no effect until you manually restart Greenfoot.
