[GREENFOOT-772] Act includes the frame delay

Make a scenario with a simple character moving across the screen. Set speed to max via the slider. Click Act, and it completes near-instantly. Change the slider to minimum speed, and click Act again. This time, it takes ages to complete, because it seems to incorporate the frame delay time. But if we are just doing a single act, it feels like this should be orthogonal to the current speed, i.e. even at minimum speed, act should complete in the same time as maximum speed.
