[GREENFOOT-777] None of the menu accelerators work while scenario is running (Windows)

This is particularly important for Ctrl-Shift-R to pause the scenario, but none of the accelerators (e.g. Ctrl-N) work while the scenario is running in Windows. All of them work fine while the scenario is paused.
