[GREENFOOT-801] Save the World cannot be performed after project open

If you open a project, and then immediately try to create some objects and save the world, you are told it is not possible if you Act/Run before Reset. This dialog should not be shown -- loading the project should count as a Reset for these purposes, and thus Save the World should just work in this case, not give an error.
