[BLUEJ-1238] BlueJ does not run if it is installed in a path that contains Hebrew characters

This has been reported by the user. I have tested it on Windows. I have installed BlueJ 4.1.4 on "C:\טחזו\BlueJ". However when double clicking on BlueJ icon after installation, BlueJ did not run. Once I changed the path characters into English characters like "C:\myApp\BlueJ", BlueJ ran successfully. --- **Issue metadata** - Issue type: Bug - Priority: Medium
