[BLUEJ-140] CVS support doesn't work when password contains '@' character

{noformat} I was about to complain about an authentication exception in using cvs on BlueJ, but instead I think I have a bug to report ... cvs doesn't like @'s in the password field.

{noformat} Yes, I'm almost certain that the '@' would be the problem. The library that BlueJ uses for CVS requires a URI in the form of:
username:password@hostname:/path/to/repository
As you can see an '@' in the password could cause the library to interpret the URI incorrectly.

We should try and get it working, or at least give a helpful error message when a password with '@' is entered. Usernames with ':' will likely cause similar problems.
